As Oregon decriminalizes drugs, Philly officials are paying close attention

Oregon became the first state in the country to decriminalize drugs last month.Oregon’s ballot measure will make the possession of small amounts of drugs for personal use — including heroin, methamphetamine, and cocaine — a violation punishable by a $100 fine or a substance-abuse screening, instead of a criminal misdemeanor.


Oregon is the first state in the country to enact such a sweeping decriminalization law, and its backers hope that it becomes a national model for treating drug use as a disease rather than as a criminal offense.
